Bio

Diana Milian, PE, is a civil engineer with nearly 15 years of experience supporting land development projects throughout Northern Virginia. She works closely with the JR Real Estate team, consultants, and public agencies to help advance projects from planning and entitlement through approval and implementation.

Diana brings extensive experience in site development, utility infrastructure, stormwater management, agency coordination, and development strategy. Prior to founding Milinova Engineering Consultants, she served as Office Director for Pennoni’s Chantilly office, where she led multidisciplinary teams and managed a diverse portfolio of residential, commercial, industrial, and mixed-use developments.

As part of JR’s development team, Diana provides engineering and project advisory support focused on identifying risks early, maintaining project momentum, and helping coordinate the many moving pieces required to successfully advance complex development projects.
